This needs opening as a web linkYou're seeing the frame but not the line-up, because a file preview window won't run the part that draws it. That's a phone limitation, not a broken file.
On iPhone: a downloaded file can't run properly — ask whoever sent this for the web link version and open that in Safari.
On Android: open the file from the Files app and choose Chrome when it asks, rather than a preview.
Once it's open properly it works with no signal at all.
